About the Team

Developed by researchers at Polytechnique Montréal, Université Laval and I the Institut national de la recherche scientifique (INRS), the Traffic Hazard Tool brings together expertise in transportation engineering, urban planning, and public health.

Research team

Owen Waygood

Owen Waygood is a professor of sustainable transport at Polytechnique Montréal. He is interested in how to help shift society towards sustainable transport behaviours. As such, he studies how the built environment affects not just how we travel, but its impact on our lives through social, environmental, and economic impacts. He has also researched the role of information, in particular carbon dioxide, in transportation applications. Owen has published research on children’s travel (Canadian, British, Japanese and Swedish), life-cycle stages, cohort effects, information use for more environmentally friendly travel, and psychological impacts on the interpretation of CO2 information. He was a professor at Laval University from 2012 to 2018. Before that he held a research position at the Centre for Transport & Society in the United Kingdom from 2009 to 2012.
Pr. Waygood completed a PhD in Transportation Behaviour and Urban Management from Kyoto University in 2009, a Masters in Biomimicry from the University of Toronto in 2005, and undergraduate degrees in Mechanical Engineering and Computer Science from the University of Saskatchewan in 2001.

Shabnam Abdollahi

Shabnam Abdollahi is a researcher at Polytechnique Montréal with a background in architecture, urban planning, and civil engineering. Since 2021, she has been leading the development of the Traffic Hazard Tool, an innovative approach to measure and prioritize traffic risks in urban areas. Her expertise spans spatial and transport analysis, with a strong focus on traffic safety and travel behavior. With more than a decade of experience on projects such as pedestrian-friendly streets, child-friendly neighborhoods, and collision analysis, she works to better understand how traffic danger affects daily life and vulnerable groups. She collaborates with municipalities including the City of Montréal and the City of Westmount to apply the Traffic Hazard Tool in practice, helping to guide safety interventions and improve accessibility for all road users.

Irène Abi-Zeid

Irène Abi-Zeid is a full professor specialized in multicriteria decision aiding (MCDA) at Laval University, Canada.  Her current research activities are conducted along two major axes: Search and rescue operations planning and MCDA with applications in transportation, heritage evaluation, asset management, water quality, environment and health. She has published in international conferences and journals and has conducted numerous research projects and consulting contracts in the area of decision sciences with industry and governments. She is an invited professor at the Freie University Berlin, Germany since 2022.

M.S. Cloutier

M.S. Cloutier is a full professor at the Institut National de la Recherche Scientifique. She directs the Pedestrian and Urban Space Laboratory (LAPS), where she collaborates on research projects on walkability in urban environments and road risk, including the risks faced by the most vulnerable road users such as children and seniors.

Participating Experts

We acknowledge the contributions of the children, parents, and interdisciplinary experts who participated in the development of the MCDA model. Their insights ensured the tool reflects both technical rigor and lived experience.
